STATES WITHOUT CONSTITUTIONAL PROVISIONS:
Eleven (11) states do not have a constitutional provision dealing withe the right to bear arms: California, Delaware, Iowa, Maryland, Minnesota, Nebraska, New Jersey, New York, North Dakota, and West Virginia.
